Saffron Housing Trust plan to provide high quality services for it’s customers. After a long and intensive transfer process Saffron (then known as South Norfolk Housing Partnership) took over ownership of the 4200 or so properties previously managed by South Norfolk Council. After an extensive consultation process, in the ballot 77% of tenants voted and 68.3% said yes to the transfer.
The transfer allowed Saffron to implement its detailed and long term plans for its existing properties and also to create a coherent development strategy to address the growing need for affordable housing in the South Norfolk area.
Such transfers of local authority housing create a unique opportunity to bring new and significant resources into the area and to effect major changes in local social housing. However, the structure of transfer also guarantees reasonable rents will be maintained and that the rights of tenants are not altered when their property is transferred to the new landlord.
The transfer also created as series of ‘promises’ that Saffron needs to meet. These promises were contained in the Offer Document that was sent to all tenants as a key part of the ballot process. The positive vote for transfer was partly influenced by the promises in that document. It is our duty to meet the promises or to advise tenants and other parties of where it is not possible to meet the promises.
