|
Penwith Housing Association (PHA) was formed in May 1994 following a large scale voluntary transfer (LSVT) of the entire housing stock of Penwith District Council to PHA.
This transfer took place after extensive consultation and a majority vote by existing tenants. At the time of transfer, PHA purchased 3,342 properties from the District Council, with funding provided by building societies and banks.
Transferring tenants were provided with guarantees about future rent rises and security of tenure, and given a commitment about the Association's intention to spend approximately £12 million during its first 5 years on catch-up repairs. These commitments have been fulfilled along with 400 new homes having been provided by the year 2000. |
