On 1 April 2009, Gloucestershire Housing Association (GLOSHA) became a subsidiary of Guinness Hermitage - one of the five operating companies within The Guinness Partnership. The agreement is that GLOSHA will retain its separate governance and management arrangements until April 2012, by which time a governance review is likely to result in a further simplification of structures. This could potentially involve full amalgamation, but for legal and practical reasons it is more likely that a local Area Committee will be formed to underpin the Guinness Hermitage Board parallel governance structure. This model has already been proven, balancing local accountability with national strength and influence.
Our first year saw significant travel on our road to integration. Human resources, treasury, payroll, internal audit, insurance and risk management are all services now provided to GLOSHA by Partnership members. High level strategies and policies have been adopted, including the group governance regulations, value for money, equality and diversity and resident involvement. We have joined the Guinness Investment Partnership and engaged with the development of a Guinness Hermitage-wide Development Strategy.
Joining the Guinness Partnership has also given us opportunities for stock rationalisation. Our stock in Milton Keynes is now managed on our behalf by Guinness South, and in turn we have been able to provide a more local management base for some 400 Guinness Hermitage homes in Gloucester, Cheltenham and Stroud. The Partnership has been able to take advantage of significant expertise from GLOSHA in the formation of a National Sales and Marketing operation serving all the component companies. |
